Beyond the Uniform: Master Chief Burnett’s Journey from Navy Service to Author

A native of Indianapolis, Indiana, Master Chief Burnett enlists in the US Navy on March 2, 1982, and completes recruit training in Orlando, Florida. Following basic training, he attends Yeoman “A” School in Meridian, Mississippi, graduating with honors. In March 1986, he is selected for conversion to the Legalman rating and graduates from the Naval Justice School in Newport, Rhode Island, in June 1986.

Master Chief Burnett’s first duty assignment is with Commander, Amphibious Group ONE, in Okinawa, Japan. There, he completes numerous deployments aboard USS Blue Ridge (LCC-19), homeported in Yokosuka, Japan, and other amphibious assault ships throughout the Pacific. His subsequent assignments include Naval Security Group Activity in Adak, Alaska; Naval Legal Service Office Detachment in Bangor, Washington; Naval Legal Service Office Detachment in Diego Garcia; and Naval Mobile Construction Battalion FIVE, where he serves as Independent Duty Legalman and is selected as Seabee of the Year for 1992. Additional postings include Service School Command, Naval Training Center in San Diego, California, and Naval Consolidated Brig Miramar at Marine Corps Air Station Miramar, San Diego.

In December 1999, Master Chief Burnett is selected to fill a demanding E-9 billet as Senior Enlisted Advisor and Administrative Officer at Naval Legal Service Office North Central, Washington, D.C., and enters the United States Navy Senior Enlisted Academy in Newport, Rhode Island, Class 89, GOLD Group.

From February 3, 2003, to July 11, 2005, Master Chief Burnett serves as Independent Duty Legalman at Naval Health Clinic, Quantico, Virginia. During this period, he deploys aboard the hospital ship, USNS Comfort (T-AH 20), from March 8, 2003, to April 29, 2003, in support of Operations Enduring Freedom and Iraqi Freedom.

From August 2005 to August 2007, Master Chief Burnett serves as Senior Enlisted Advisor and Administrative Officer for the Naval Legal Service Office, Pacific. In the spring of 2007, he is selected as Master Chief Petty Officer Legalman. Following a demanding and highly successful tour as Command Master Chief, he transfers to the Naval Legal Service Command in Washington, D.C., where he serves as Deputy Executive Assistant and Legalman Program Director to the JAG Corps Command Master Chief.

Burnett’s reporting senior describes him as an exceptional leader, manager, and motivator; a visionary professional; and a stellar administrator. He is a role model who personifies Navy core values. Throughout his distinguished management career, Master Chief Burnett leads planning, staffing, technology, and operations while serving with the US Navy. His roles include service at the Commander, Naval Legal Service Command, and the Office of the Judge Advocate General in Washington, D.C., from September 2007 to September 2008.

An expert in cross-functional team building and leadership, multi-cultural communications, change management, organization development, and quality/performance improvement, Master Chief Burnett’s outstanding performance of duties spans 29 years of honorable service. He retires on June 30, 2011, having traveled, lived, and worked in more than ten countries worldwide.

Master Chief Burnett’s personal decorations include the Meritorious Service Medal, Navy Commendation Medal (eight awards), Navy Achievement Medal (four awards), Meritorious Unit Commendation, Battle Efficiency Ribbon (two awards), Good Conduct Medal (eight awards), National Defense Service Medal (two awards), Global War on Terrorism Expeditionary and Service Medals, Humanitarian Service Medal, Sea Service Deployment Ribbon (three awards), Navy and Marine Corps Overseas Service Ribbon (two awards), and Navy Rifle Sharpshooter and Pistol Sharpshooter Ribbons. He is also a qualified Seabee Combat Warfare Specialist.

In 2017, Master Chief Burnett founds Title Land Edification, where he serves as the owner and principal researcher. Recognizing a need to provide business information across the US, he develops a mortgage loan services solution verification tool to detect or prevent mortgage origination fraud and escrow wire fraud during the residential end-to-end mortgage loan origination and closing process. Master Chief Burnett has received two federal trademarks for investigation services in the fields of real property fraud detection and fraud prevention, focusing on pre-origination and pre-closing investigation services for promissory notes and mortgage land records documents at risk for real estate fraud, false claims, accounting fraud, and tax crimes.

An award-winning author, Master Chief Burnett is honored to share insights gained from his service as a Master Chief Petty Officer in the U.S. Navy during the pivotal Gulf War years through his debut book, The Believer within You. His experiences, particularly within the Judge Advocate General and Naval Legal Service Command, deeply inform this work, allowing him to explore complex societal challenges. Master Chief Burnett pens his first book in early February 2022, and it is published in February 2024.

His debut novel introduces Brenda Sue Bellamy, an ordinary 12-year-old with her trusty notebook by her side. The narrative portrays the resilience required to confront and combat corruption and inefficiency within government agencies. Brenda Sue, initially with no ambitions of becoming a civil servant, finds herself thrust into the public eye as she transitions from observer to whistleblower. This shift highlights the profound impact of individual initiative and civic duty. It is more than a story—it is a source of motivation for positive change and belief in oneself.
